DAMIEN MURWANASHYAKA MINISTER OF INFRASTRUCTURE
Damien Murwanashyaka has been appointed Minister of Infrastructure, replacing Dr. Jimmy Gasore, who had held the position since September 2023.
In the same ministry, Armand Zingiro and Col. Claudien Bizimungu were appointed Ministers of State. They replace Ambassador Jean de Dieu Uwihanganye, who had served in the role for the past eleven months.
Uwihanganye assumed the position in July 2025 after serving as Rwanda’s Ambassador to Singapore.

JUDITH UWIZEYE, MINISTER OF PUBLIC SERVICE AND LABOUR (MIFOTRA)
Judith Uwizeye, who previously served as Minister in the Office of the President, has been appointed Minister of Public Service and Labour (MIFOTRA), replacing Ambassador Christine Nkulikiyinka.
Nkulikiyinka has been appointed Rwanda’s Ambassador to Spain. She had served as Minister of Public Service and Labour since August 2024, when she succeeded Kayirangwa Fanfan Rwanyindo.
Uwizeye is no stranger to the ministry. She previously served as Minister of Public Service and Labour from 2014 to 2017 before being appointed Minister in the Presidency in August 2017.
President Kagame also appointed several new ambassadors to represent Rwanda in different countries.
Retired Lieutenant General Karenzi Karake has been named Rwanda’s Ambassador to China, replacing Ambassador James Kimonyo.
Major General Emmanuel Bayingana has been appointed Ambassador to Israel.
Meanwhile, retired Colonel Jeannot Ruhunga, the former Secretary General of the Rwanda Investigation Bureau (RIB), has been appointed Ambassador to Poland. He replaces Anastase Shyaka, who previously served as Rwanda’s Minister of Local Government.
Government Renewal
The appointments form part of a broader government reshuffle aimed at strengthening public institutions and enhancing Rwanda’s diplomatic representation abroad. The changes reflect the continued renewal of leadership across key sectors of government and foreign service.
